Department of Homeland Security Wooed by Partnership to Address Watch List Issues
- Aquire Partners with Defense Solutions to Encourage Organizational Charting to Embattled Agency -

IRVING, Texas — August 25, 2003 — Aquire, Inc., the market leader providing Internet/intranet-based organizational charting software solutions, announced today that it has partnered with Washington D.C.-based Defense Solutions on a campaign to persuade the Department of Homeland Security to utilize organizational charting software to address interagency communications challenges. Aquire’s organizational charting products – OrgPublisher for Intranets™, OrgBuilder™ and Mobile OrgPublisher™ -- were recently placed on the General Services Administration’s (GSA) schedule and meet all requirements to allow governmental agencies to purchase the products at contracted rates. The goal of the partnership is to procure government contracts. The partnership has identified a particular need in the Department of Homeland Security as it continues to consolidate multiple disparate agencies within the US government.

Aquire’s org charting solutions, OrgPublisher and OrgBuilder automate the process of creating, distributing and maintaining secure, web-enabled org charts. With these products, organizations of any size can perform both simple and complex tasks through the most commonly understood business graphic, an org chart—including: tracking team-based hierarchies, distributing accurate phone lists, maintaining critical employee data, tracking cross-departmental dependencies, tracking indirect reporting relationships, performing financial calculations and on-the-fly analysis of human resource data. All of this can be done via an organization’s Intranet, handheld devise, or in print without the need for external reporting tools. Aquire’s products are:
  • GSA certified
  • Accessible to end users under U.S. Section 508 guidelines
  • Capable of producing org charts up to one million records
Established after the attacks of September 11, 2001, the Department of Homeland Security was designed as an umbrella agency to coordinate efforts among multiple security organizations. Issues such as incompatible computer platforms, lack of a common infrastructure and reluctance on the part of some agencies to share information has led to lapses in security that have not been addressed since the attacks of two years ago.

A July 24, 2003 congressional report regarding security lapses surrounding the September 11 terrorists attacks found that "While technology remains one of the nation’s greatest advantages, it has not been fully and most effectively applied in support of U.S. counterterrorism efforts." The report also stated that persistent problems "…include a lack of collaboration between Intelligence Community agencies…"

"Communications failures continue to plague our government agencies," said Lois Melbourne, Aquire’s chief executive officer and co-founder. "The partnership is simply proposing that the Department of Homeland Security utilize our dynamic organizational charts for its’ own use as well as any other information they deem necessary."

Aquire engaged the services of Defense Solutions because of the company’s unique qualifications and connections in the military and National security arenas. Defense Solutions was founded in August 2001 with offices located just two short blocks from the White House and one month prior to the attacks on the World Trade Center and Pentagon. The company was immediately called upon to assist the White House in identifying critical infrastructure in need of enhanced security following the attacks.

"It would be difficult for any agency to form a viable strategy without having a clear understanding of the organization as a whole," said Timothy Ringgold, chief executive officer of Defense Solutions. "The Department of Homeland Security is an agency that would obviously benefit from using effective organizational charts."
